No, the deadline is set deep enough into the preseason to give owners ultimate flexibility as to who they want to put on their PS before the season.
If an owner decides to jump the gun early on a guy and place him on it early that's their discretion. We created the spot (just like not placing drafted rookies immediately on rosters) to give owners flexibility but not to abuse it because they change their mind a week later, otherwise we'd eliminate this spot and owners could deal with it how we used to.
