1. Roster
a) There will be a limit to your roster of 28 in the off-season. After the 3rd NFL preseason game you must then cut down to the 26 man roster and be under the salary cap.
b) There is no minimum to how many you can carry on your roster at any time
c) starting lineup:
1 QB, 1 RB, 1 WR, 1 RB/WR, 1 TE, 1 K, 2 DL, 2 LB, 2 DB & 2 ID (Defense Flex)
d) If you have less than a minimum at a starting spot (example: only have 1 DL or no K) is the only time you're allowed to have additional bench spots
e) If a player is cut from his NFL roster, he is still eligible for your team, but to keep him, you will switch to his new contract if/when he signs with a new team.
f) If a player retires from the NFL, it's up to you to drop the player, however if you keep him his salary remains on your cap until you drop them.
1a. Salary Cap
a) Salary cap at all times is $80
b) You may NOT go over at any time. You must remain at or under this amount. If you make a trade, its up to you to workout a swap if a deal would put you over.
1b. Free Agency:
IN-SEASON:
all FA will be done via a Waiver Wire system.
a) Owners will PM the "Waivers" account when they want to put in a claim.
b) At the end of the claim period, the team highest of the priority will win the player for the salary based on chart below. Teams that win a player will be put in order based on bid time with latest going to last place.
**1 owner = $0.5, 2=$1, etc. The max salary of a player claimed is $12 (all 24 teams put in a claim)
c) Waiver claim period: start of 1st game - following Tuesday @ 1159pm EST
*d) FA signings in-season (players with * on their salary) will have their salary adjusted after the season to their contracted salary for the next season
OFF-SEASON:
a) Beginning one (1) week after the conclusion of the Rookie Draft, at 12am ET & last two (2) weeks & conclude at 11:59pm ET
b) It'll use the former 24-hr open-bidding system

c) You must have roster space free and available cap space of at least $0.5 (if it's the opening bid) in order to open a bid
*Drops made after a bid is placed to make room for a bid will make the bid invalid & drop remains

2. Off-Season Drafts

a) This draft has a total of 5 rounds

b) Any DFL team that franchised a FA, loses their 1st & 3rd pick
c) You may only make picks for the amount of open off-season roster spots you have available.
** When your pick is OTC, if you don't have a spot to put a player, you will be skipped for remainder of the draft.
d) Order is based on previous season's DFL standings.
e) Picks can be traded, however, only for the next FA draft
f) Any free agents (that aren't franchised by a DFL team) are eligible, no matter what type of free agent they are.
*Anyone without a contract/salary for following season (on spotrac) is considered a FA here (UFA, RFA, ERFA, etc)

g) If you don't have anyone you'd like to draft and wanna drop from the draft, just leave a post saying 'skip' to keep the draft moving

*This board will ONLY be used to post owners intention to cut/drop rookies from your team and into free agency.
*Rookies cut from rosters before the deadline DONT count against your cap
2) Practice Squad
*Look at Rule 17 for specifics
3) Promotion to Active Roster
*Any rookies still listed on your roster after cutdown deadline passes will automatically be promoted to your ACTIVE ROSTER
*If this puts you over cap/roster limit, you will NOT be given a free pass and will take penalty for any drops needed to make roster legal
3. Trades
a) You must have all trades posted and accepted on here (by BOTH owners).
b) The Trade Review Committe (TRC) will review the trade and place votes of approval or veto
** The TRC may require additional input from the owners involved on certain trades
c) If TRC approves it, it'll be placed into the "trades" forum, they will make the changes on Fantrax and update your proboards roster.
4. Trade Deadlines
a) There will be a weekly trade deadline of trades must be accepted by all parties at least 48 hours prior to the kickoff of players involved to be eligible of that week's games.
b) All it takes is ONE (1) player playing in a game on Thursday to make the entire trade to fall under the Tuesday rule
c) Weekly Deadlines:
*Thursday game - 8pm Tuesday
*Saturday game - 8pm Thursday
*Sunday game - 1pm/4pm Friday
*Monday game - 8pm Saturday
d) The season's trade deadline is Week 10.
5. League Site
a) The league (in-season) will be on Fantrax.
b) The whole league, including the Super Bowl being done in the Fantrax league that everyone can view.
6. Trade Vetoes
a) This league will have vetoed trades if deemed necessary.
b) The veto will be decided by a committee of owners that has been chosen.

7. Team Schedules
a) Here's a rundown of how the schedule is constructed:
*(6) You will play every team in your division TWICE per year.
*(4) you will play your non-divisional games against one other division (i.e. AFC East plays NFC West).

previous season.
b) playoffs match-ups will be determined by the standings at the end of our season.
8. Playoffs set up
a) in each conference:

9. DFL Season
a) Regular season will run through Week 12.

10. Trading Cap
a)You may not trade money (salary cap space) at any time.

13) Non-playoff team tournament
-The tournament will consist all 12 teams that missed the playoffs
-Teams will be seeded 1-12 and reseeded for each round of tournament, with each round working just like the DFL playoffs
-The team that wins the tournament will receive a (NON-trade able) Free Agent (FA) 1st round pick at the end of the 1st round in the FOLLOWING draft
NOTE: These playoffs DO NOT change the draft order for non-playoff teams. That will be determined by the regular season records.
14) Dropped Players Cap Penalties
a) If you release a player after our season starts (Roster Cutdown-DVL Super Bowl), you will be penalized cap value for the remainder of that season.
**EXCEPTION: If the player is retired**
b) Players drop penalties will be figured out via a tiered formula, as broken down below:
# of (DFL) regular season weeks left..divided by (DFL) total regular season weeks (12)...then multiply it by the dropped player's salary
Week 1-11/12 = .92
Week 2-10/12 = .83
Week 3-9/12 = .75
Week 4-8/12 = .67
Week 5-7/12 = .58
Week 6-6/12 = .50
Week 7-5/12 = .42
Week 8-4/12 = .33
Week 9-3/12 = .25
Week 10-2/12 = .17
Week 11-DFL SB-1/12 = .08
c) Each league week starts on Tuesday at 12:01am EST and runs until the next Monday at 11:59pm EST
**Week 1 goes from the Roster Cutdown until 8:30pm EST of the opening game
d) If you choose to re-sign that player at some point that season, you must pay him the NEW salary PLUS the salary penalty from before.
15) Injured Reserve (IR)
a) Each team will have THREE (3) IR spots.
b) The only players eligible for this position are those that have been placed on IR by their NFL teams (source: espn.com).
**It does not give you anything other than a free roster spot to sign his replacement.
c)Once you place a player in your IR spot, you may not reactivate, trade or drop him until the start of the coming off-season. You may start a season with a player on IR (If only placed on IR officially by NFL prior to our cutdown), he will not count as one of your 24 roster spots. You may use the IR IF the player was placed on IR during NFL pre/regular season.
d) Any player placed on DFL IR's salary does not count against the cap.
16) Practice Squad:
a) Only 1st-year rookies, taken in Rookie Draft or signed after draft as a FA
*b) Must post intention to move player to PS in correct Practice Squad (PS) thread*
c) Once a player has been placed on PS, NO other player can be placed
d) Player be on active roster/activated in order to be cut or traded
e) Even if player is promoted to roster/traded prior to PS deadline, no other player can be placed on PS
f) Must have empty spot on active roster AND cap space to cover his salary to activate PS player
g) If player is activated, his salary will be determined by round in which he was selected
17) Owner Inactivity
a) If you are a repeat offender of not being on for an extended period of time, you may be replaced at any time without notice.
18) Kickers
a) You will only be allowed ONE (1) Kicker on your roster (during the regular season), it doesn't matter whether it's a starter or backup, only one. You cannot bid/place a waiver claim (or draft one during FA draft) on a FA Kicker while you have another one on your roster. You must drop your Kicker prior to making a bid. If you're trading for a second Kicker, you must drop the kicker on your roster BEFORE the deal gets approved, unless the kicker is getting traded in the trade. Work out a three-team deal if necessary.
b) You maybe permitted to own more than 1 during the off-season. You MUST be down to 1 following roster cutdown & there ISN'T draft pick compensation if you trade a 2nd kicker
19) Quarterbacks
a) If you have 2 starting QBs on your roster, you will pay a (permanent) $10 cap hit. This cap hit will remain on your salary cap for the remainder of that season. Dropping or trading of a 2nd QB will NOT remove the cap penalty.
b) Any time you pickup a 2nd QB via trade or waivers after the 1st time, the cap penalty is an additional $5, that will also remain on for the entire season.
**If this puts you over the salary cap, you will lose every game and score zero points until you get under the cap.
c) To determine the (initial) list of starting QBs, we will compile a list of QBs at the top of their teams depth charts after the 3rd preseason game (via rotoworld.com). If you have two of these players on your roster, you will immediately be hit with the $10 penalty. This list will only be used for the remainder of the preseason, once Week 1 waivers open, its based weekly on who's starting that week.
**The only exception to the weekly starter 2nd QB rule is if you claim your QB's backup for injury
(EX: Your QB is Cam Newton,
-if you claim or trade for his backup, Derek Anderson, you won't receive a cap penalty
-if you claim or trade for another starter, Jay Cutler, you would receive the $10 cap penalty
-if you claim or trade for another starter (even if dropped/traded one of others), Alex Smith, you would receive the $5 cap penalty)
d) -If a team is to promote a QB from their Practice Squad (PS), who is a starting QB, and still owns another starting QB (even if injured), will receive the $10/$5 cap penalty
-Teams will only avoid penalty if:
1) no longer the starter (non-injury)
2) DFL team places other 1st QB on Injured Reserve (IR) BEFORE promoting 2nd QB
3) DFL team drops other 1st QB BEFORE promoting 2nd QB
4) Drop 1st QB prior to placing claim in waivers for another QB
e) Compensation:
* 1 (untradeable) draft pick at the end of the Rookie Draft, the order based on when 2nd QB is traded.
-This compensation only is eligible to be acquired between the end of 3rd preseason week (when we construct the starting QB list) and the 1st weekly deadline (Tuesday before Week 1 @ 8pm).
-After this period, teams will NOT receive additional compensation for trading away 2nd starting QBs
20) Franchise Tags
a) NEEDED TO BE ABLE TO Franchise Tag (FT) player:
**- FA1st for upcoming year draft
**- $10 cap space
If you have the above:
a) You may choose to Franchise ONE (1) player each off-season (date TBD).
If you choose to do so:
**His salary for the year will be $10.
**You will lose your FA1st (If you own more than one pick in the 1st round, you will the lose the HIGHEST pick)
b) You CANNOT franchise a (particular) player more than once. You may also not trade him to a team, who franchises him, and have him traded back.
c) Only players scheduled to be a FA for that off-season are eligible for you to place Franchise Tag (FT) on.
d) The deadline for players to sign a contract and avoid needing a FT falls one week (7 days) AFTER the NFL Super Bowl
21) DFL Team "Relocation"
Owners/teams must fall under this certain criteria to apply:
-be in league at least 3+ years
-made the playoffs in either of previous 2 seasons
-haven't been warned for inactivity
-haven't had left the league at any point
-haven't had finished in last place over the previous 2 seasons
*Cities that have teams leave (ex HOU leaves for San Francisco) is NOT eligible to be moved to by another team for 1 year
*Teams moved to Cleveland under "Cleveland Browns rule" will NOT have their prior city up for bids (see: part 2 of Cleveland rule below)
Applications to be sent into the admin account so bids for relocation remain anonymous
22) "Cleveland Browns" rule
-The last place overall team in the standings for the season will have their franchise "moved" to Cleveland and become the Cleveland Browns for that season
-After that season, the team will reassume their previous team affiliation prior to the last place finish
*23) Bye Week Fill-in Quarterback
-If a team claims/trades for/promotes a 2nd starting QB, they receive a TEMPORARY $10 cap hit
*If the 2nd QB is for anything besides a bye week, when a QB gets dropped/traded, the cap hit reverts to $5 permanent cap penalty
*If the 2nd QB was for a bye week fill-in, when a QB gets dropped, the cap hit drops to a permanent $2.5 cap penalty
(If a QB is picked up to cover the Bye, a QB must be dropped by 11:59pm est on Monday of said week, or the cap hit becomes a permanent $10 penalty)
**If a QB on active roster (not PS), becomes a starting QB, the team does NOT receive a 2-QB penalty
Additional starters after initial 2nd QB
-Any starting Quarterback acquired via waivers or Practice Squad promotion AFTER the initial 2nd QB acquisition (including bye week fill in) will receive a TEMPORARY $5 cap penalty.
*Team would also receive $5 TEMPORARY cap penalty for acquiring (adding) a 2nd starting QB via trade to their roster.
**Team will NOT receive penalty if they have 2 (starting) QBs and trade away 1 starter and receiving another in said trade
-Penalty drops to permanent $2.5 when 2nd QB is dropped/traded (unless acquiring a starting QB in return)
-Injuries:
*Starting Quarterback must be listed as OUT in order to avoid receiving cap penalty for signing another starting QB (who is not your QB's backup).
*24) Bye Week Fill-in Kicker
-Teams can place claims on FA kickers in week their active Kicker is on his team's bye week
-Teams will NOT receive an immediate cap penalty if they claim a "bye week" kicker.
-Team would receive a $5 cap penalty if they fail to drop a kicker (either one) by the end of the night on Monday (end of that "league week").
-If team drops a kicker after deadline, they will incur a $2.5 permanent cap penalty.
-No draft pick compensation if a team trades away a 2nd kicker.
-Teams can only pick up a 2nd kicker for bye weeks, NOT for injury

14) Dropped Players Cap Penalties
a) If you release a player after our season starts (Roster Cutdown-DVL Super Bowl), you will be penalized cap value for the remainder of that season.
**EXCEPTION: If the player is retired**
b) Players drop penalties will be figured out via a tiered formula, as broken down below:
# of (DFL) regular season weeks left..divided by (DFL) total regular season weeks (12)...then multiply it by the dropped player's salary
Week 1-11/12 = .92
Week 2-10/12 = .83
Week 3-9/12 = .75
Week 4-8/12 = .67
Week 5-7/12 = .58
Week 6-6/12 = .50
Week 7-5/12 = .42
Week 8-4/12 = .33
Week 9-3/12 = .25
Week 10-2/12 = .17
Week 11-DFL SB-1/12 = .08
c) Each league week starts on Tuesday at 12:01am EST and runs until the next Monday at 11:59pm EST
**Week 1 goes from the Roster Cutdown until 8:30pm EST of the opening game
d) If you choose to re-sign that player at some point that season, you must pay him the NEW salary PLUS the salary penalty from before.
15) Injured Reserve (IR)
a) Each team will have THREE (3) IR spots.
b) The only players eligible for this position are those that have been placed on IR by their NFL teams (source: espn.com).
**It does not give you anything other than a free roster spot to sign his replacement.
c)Once you place a player in your IR spot, you may not reactivate, trade or drop him until the start of the coming off-season. You may start a season with a player on IR (If only placed on IR officially by NFL prior to our cutdown), he will not count as one of your 24 roster spots. You may use the IR IF the player was placed on IR during NFL pre/regular season.
d) Any player placed on DFL IR's salary does not count against the cap.
16) Practice Squad:
a) Only 1st-year rookies, taken in Rookie Draft or signed after draft as a FA
*b) Must post intention to move player to PS in correct Practice Squad (PS) thread*
c) Once a player has been placed on PS, NO other player can be placed
d) Player be on active roster/activated in order to be cut or traded
e) Even if player is promoted to roster/traded prior to PS deadline, no other player can be placed on PS
f) Must have empty spot on active roster AND cap space to cover his salary to activate PS player
g) If player is activated, his salary will be determined by round in which he was selected
17) Owner Inactivity
a) If you are a repeat offender of not being on for an extended period of time, you may be replaced at any time without notice.
18) Kickers
a) You will only be allowed ONE (1) Kicker on your roster (during the regular season), it doesn't matter whether it's a starter or backup, only one. You cannot bid/place a waiver claim (or draft one during FA draft) on a FA Kicker while you have another one on your roster. You must drop your Kicker prior to making a bid. If you're trading for a second Kicker, you must drop the kicker on your roster BEFORE the deal gets approved, unless the kicker is getting traded in the trade. Work out a three-team deal if necessary.
b) You maybe permitted to own more than 1 during the off-season. You MUST be down to 1 following roster cutdown & there ISN'T draft pick compensation if you trade a 2nd kicker
19) Quarterbacks
a) If you have 2 starting QBs on your roster, you will pay a (permanent) $10 cap hit. This cap hit will remain on your salary cap for the remainder of that season. Dropping or trading of a 2nd QB will NOT remove the cap penalty.
b) Any time you pickup a 2nd QB via trade or waivers after the 1st time, the cap penalty is an additional $5, that will also remain on for the entire season.
**If this puts you over the salary cap, you will lose every game and score zero points until you get under the cap.
c) To determine the (initial) list of starting QBs, we will compile a list of QBs at the top of their teams depth charts after the 3rd preseason game (via rotoworld.com). If you have two of these players on your roster, you will immediately be hit with the $10 penalty. This list will only be used for the remainder of the preseason, once Week 1 waivers open, its based weekly on who's starting that week.
**The only exception to the weekly starter 2nd QB rule is if you claim your QB's backup for injury
(EX: Your QB is Cam Newton,
-if you claim or trade for his backup, Derek Anderson, you won't receive a cap penalty
-if you claim or trade for another starter, Jay Cutler, you would receive the $10 cap penalty
-if you claim or trade for another starter (even if dropped/traded one of others), Alex Smith, you would receive the $5 cap penalty)
d) -If a team is to promote a QB from their Practice Squad (PS), who is a starting QB, and still owns another starting QB (even if injured), will receive the $10/$5 cap penalty
-Teams will only avoid penalty if:
1) no longer the starter (non-injury)
2) DFL team places other 1st QB on Injured Reserve (IR) BEFORE promoting 2nd QB
3) DFL team drops other 1st QB BEFORE promoting 2nd QB
4) Drop 1st QB prior to placing claim in waivers for another QB
e) Compensation:
* 1 (untradeable) draft pick at the end of the Rookie Draft, the order based on when 2nd QB is traded.
-This compensation only is eligible to be acquired between the end of 3rd preseason week (when we construct the starting QB list) and the 1st weekly deadline (Tuesday before Week 1 @ 8pm).
-After this period, teams will NOT receive additional compensation for trading away 2nd starting QBs
20) Franchise Tags
a) NEEDED TO BE ABLE TO Franchise Tag (FT) player:
**- FA1st for upcoming year draft
**- $10 cap space
If you have the above:
a) You may choose to Franchise ONE (1) player each off-season (date TBD).
If you choose to do so:
**His salary for the year will be $10.
**You will lose your FA1st (If you own more than one pick in the 1st round, you will the lose the HIGHEST pick)
b) You CANNOT franchise a (particular) player more than once. You may also not trade him to a team, who franchises him, and have him traded back.
c) Only players scheduled to be a FA for that off-season are eligible for you to place Franchise Tag (FT) on.
d) The deadline for players to sign a contract and avoid needing a FT falls one week (7 days) AFTER the NFL Super Bowl
21) DFL Team "Relocation"
Owners/teams must fall under this certain criteria to apply:
-be in league at least 3+ years
-made the playoffs in either of previous 2 seasons
-haven't been warned for inactivity
-haven't had left the league at any point
-haven't had finished in last place over the previous 2 seasons
*Cities that have teams leave (ex HOU leaves for San Francisco) is NOT eligible to be moved to by another team for 1 year
*Teams moved to Cleveland under "Cleveland Browns rule" will NOT have their prior city up for bids (see: part 2 of Cleveland rule below)
Applications to be sent into the admin account so bids for relocation remain anonymous
22) "Cleveland Browns" rule
-The last place overall team in the standings for the season will have their franchise "moved" to Cleveland and become the Cleveland Browns for that season
-After that season, the team will reassume their previous team affiliation prior to the last place finish
*23) Bye Week Fill-in Quarterback
-If a team claims/trades for/promotes a 2nd starting QB, they receive a TEMPORARY $10 cap hit
*If the 2nd QB is for anything besides a bye week, when a QB gets dropped/traded, the cap hit reverts to $5 permanent cap penalty
*If the 2nd QB was for a bye week fill-in, when a QB gets dropped, the cap hit drops to a permanent $2.5 cap penalty
(If a QB is picked up to cover the Bye, a QB must be dropped by 11:59pm est on Monday of said week, or the cap hit becomes a permanent $10 penalty)
**If a QB on active roster (not PS), becomes a starting QB, the team does NOT receive a 2-QB penalty
Additional starters after initial 2nd QB
-Any starting Quarterback acquired via waivers or Practice Squad promotion AFTER the initial 2nd QB acquisition (including bye week fill in) will receive a TEMPORARY $5 cap penalty.
*Team would also receive $5 TEMPORARY cap penalty for acquiring (adding) a 2nd starting QB via trade to their roster.
**Team will NOT receive penalty if they have 2 (starting) QBs and trade away 1 starter and receiving another in said trade
-Penalty drops to permanent $2.5 when 2nd QB is dropped/traded (unless acquiring a starting QB in return)
-Injuries:
*Starting Quarterback must be listed as OUT in order to avoid receiving cap penalty for signing another starting QB (who is not your QB's backup).
*24) Bye Week Fill-in Kicker
-Teams can place claims on FA kickers in week their active Kicker is on his team's bye week
-Teams will NOT receive an immediate cap penalty if they claim a "bye week" kicker.
-Team would receive a $5 cap penalty if they fail to drop a kicker (either one) by the end of the night on Monday (end of that "league week").
-If team drops a kicker after deadline, they will incur a $2.5 permanent cap penalty.
-No draft pick compensation if a team trades away a 2nd kicker.
-Teams can only pick up a 2nd kicker for bye weeks, NOT for injury
