DFL Team "Relocation"

Owners/teams must fall under this certain criteria to apply:
-be in league at least 3+ years
-made the playoffs in either of previous 2 seasons
-haven't been warned for inactivity
-haven't had left the league at any point
-haven't had finished in last place over the previous 2 seasons

*Cities that have teams leave (ex HOU leaves for San Francisco) is NOT eligible to be moved to by another team for 1 year

*Teams moved to Cleveland under "Cleveland Browns rule" will NOT have their prior city up for bids (see: part 2 of Cleveland rule)

Applications to be sent into the admin account so bids for relocation remain anonymous
