Since the Rule Book doesn't currently state the 0.5 increment rule which is expected at the 24 hour window during offseason I will permit this bid. I'll be update the rule book to include the expected protocols moving forward.

In DFL Rule Book -> Rule Details -> Off-Season Free Agency Bidding it does state the 0.5 increment in initial bidding period.

"-1st rd of bidding lasts for 24 hours, in which any eligible teams can enter bidding

NOTE: 1st round bids can only go up $0.5,

*Teams can only bid once during the 1st rd"

I'm aware it's in the rule details and GB should know better. I'm looking to transition all those notes in the League Rules guide so it's clear for new owners coming in. This is the only reason I'm permitting the bid. Now that the details have been moved over to the League Rules all bids moving forward will be considered invalid.
